Before I bought my Washburn, I had never seen a beveled arm relief on a guitar costing less than $6,000. Are they really that difficult to incorporate in a guitar's design? Now having played one, they are fantastic, both aesthetically and functionally...

Well, I'm kind-of of the same opinion as you:  the armrest/bevel is a great feature, and it's particularly functional on the Taylor Grand Symphony and Grand Orchestra models; but I wonder what makes it such an expensive option.

On the latter point, I've been told that incorporating the armrest/bevel is a rather labor-intensive job, since it has to be incorporated by hand.  I don't know whether that's entirely true, but that's what I've been told...

I saw that. Interesting article. And can I just also say how impressed I am with that publication? To produce a large format glossy magazine every quarter, and to have it filled with top-tier photography, articles and content, it's quite a thing. The quality of Taylor guitars is evident even in their mailings!

Then the question becomes how does Washburn get it done so I expensively even on a pac-rim built guitar.

Sort of answered your own question. A guy that sweeps the floor at Taylor probably makes more in an hour than a lead builder does in a week, in Indonesia, or other offshore labor market.

Exactly. American English teachers in Indonesia get paid as much as their doctors, as they have an agreement with America that they must at least pay the equivalent of the American minimum wage.
